I've just bought the UK regional version for the same reason. Can't say I have noticed anything missing, although I assume any bespoke content for the excluded routes is not included. But I'm not 100% on that. There are already a selection of tracks and textures on the DLS that utilise the new graph...

If starting from scratch Blender might be the best way to go as it is completely free. Paul Hobbs had some great tutorials that take you through creating a loco from the ground up.
