It's the blame culture these days , little (insert name) falls over on the ice and breaks his/her arm on school property and his parents sue the teacher / school / council . Or suffer hyperthermia! You have to wrap kids up in bubble wrap to even get them out of the classroom, in case they hit doors...

They may have relaxed the rules a bit since my railway days. The old BR was pretty strict when it came to vision related issues.
