How come in TS12 you can only move scenery assets up and down in height in 1 metre increments. It is really frustrating and I would be thankful if someone could tell me how to change this

Use the shift and control buttons in conjunction for smaller increments. It's been that way for as long as I can remember.

TRS2006 also had the feature, but you probably didn't realise as the increments on the normal 'alter height' button were much smaller.
