Paint.net is another good free program :http://www.getpaint.net/

Or if you've got money to spend try :
Corel Paint shop photo pro X3 http://www.corel.com/servlet/Satellite/ ... bview=tab0
or
Adobe photoshop http://www.adobe.com/products/photoshop ... moid=ITXQN
High visibility pixels must be worn when on or about the line !!

I should of looked first (in reference to my last post which I canned later).

For reskining, GIMP is quite good for most complex (E.g. Liveries, details, etc) tasks and it is worth learning layer (and thus GIMP or Paint.Net which I believe uses layers too), as layers will be a feature you will use a lot in reskinning: http://docs.gimp.org/en/gimp-image-combining.html and for some really interesting effets (This is what makes layers very powerful): http://docs.gimp.org/en/gimp-concepts-layer-modes.html . The other point I'd make about the GIMP, is how familiar the interface is to Photoshop which you may want to investigate later. Paint is OK if you are just drawing blocks of colour, but forget it when it comes to more complex effects as the 16 colour pallet is useless for most colours, there is no aliasing for curved objecsts unless you do it yourself pixel by pixel (thats hell!) and it can't edit TGA files.

Paint.NET is something I have not looked into much, however, I believe it has most of the functions for drawing that are simliar to photoshop and the GIMP.
