I've just tried running a couple of my TANE sessions in TRS19, and have run into this issue. Some (but not all) interlocking tower paths won't set correctly. If I look at the Tower manager, and issue an ITSetPath command, it changes to "path activating" for a few seconds, before going back to "path not set". Opening the path details page produces the following:
A different session does something slightly different - it says "activation process has failed", but the entry signal clears and the train proceeds successfully down the path:
The weird thing is, this worked a couple of days ago. Everything worked fine in TRS19.
I made some further changes to the route/session (scenery/environment only, nothing that made changes to the towers themselves, or any objects they interact with) in T:ANE, and now after importing it back into TRS19, it does this... (TRS19 also wants me to resave the route even if I only make changes to the session, but from what I can gather that's a known bug)
